I'm sorry but there was no No.23 Nelson Road listed in either the 1881 Liverpool Street Directory or the 1891 Cencus.

However, I found the following in 1911 Gores Directory
George James Bedford
Office - 10/11 Queens Square
Shops - 29 Great Nelson Street / 144 & 146 Wholesale Fruit & Vegetable Market, Cazneau Street
Residence - 46 Rawson Road, Seaforth, Liverpool
Also I'm not sure whether you have the following info or not, there is a marriage between a George James Bedford and Elizabeth J Wormald at West Derby Register Office (found on Lancashire BM&D's) P.R.O. Ref: 1907 Sept Qtr West Derby 8B 1135
