Smith and Brown are two of the most common surnames in Scotland and England, would your Robert have a middle name that could help narrow it down? If you have access to Scotland's People or know anyone who has then if your Grandfather died in Scotland you would find it here. I would check the 1891 Census to rule out him being in Scotland and alive. If he is living and residing in Scotland then I would check for a death in Scotland from 1881 to 1894, if there is no death found he likely died in England. I will check what records I do have access to.

Have a look at a marriage for him, it should give a place of birth or try one of the censuses, they usually give a birth place. What information does the death certificate actually give you?

A great source for checking, is the Electoral Register.
