I have found one census in 1901 which ??sort ?? of fits. Here the logic that goes with it. Elsie was born in Paddington, and at the time of her birth, Paddington included Hendon. This is the only family that included a child living in Hendon of the right age. (Elsie born qtr 4 1893) Elsie gets married in the registration district of Hendon in 1918. Elsie's full name was Elsie RUBY I Jeffreys. So could she have been known in the family as Ruby?
Kate or Mary Kathleen - Widow as she becomes, is the Head of the household. I cannot find the 1891 reference for this family.

According to search results, Thomas and Elsie married on 23 March 1918 in Barnet, London. Thomas' father was Thomas Henry Case. Thomas Jnr was born around 1894.
Elsie was also born around 1894 and her father was Geoffrey Jeffreys(!)
This could be Thomas Jnr's death
