Hi,
It is possible that Annie's birth was not registered as registration did no9t become compulsory until some time in the 1870's.
I can't find her on any of the Censues but I have found a Thomas Cooper, Hawker, in Devon in 1851. He is a visitor at the house of a lodging house keeper. He is 27yrs old and gives his place of birth as Devizes, W£iltshire. The ref is
HO107/1895/F175/p11
I don't know if he is your man but he's all I could find.

If Annie married in Bedwelty 1876 this could well be her in 1871. This would fit in with her father on the 1851 census coming from Devizes.
