I had not thought to look at the 1901 census.

The occupations from the census data suggests the address is a Pub or close to one. This makes a lot of sense (to me). My great grandmother worked as Domestic Cook in several Pubs in the Woolwich area over a number of years. Although her name does not appear in the 1901 census data, it appears likely she was employed there in 1903. Your reply is most helpfull.
