It's a bit too late now but I have the 2003 electoral role on disc. From your post I thought you wanted dead on 2000 for some reason. I found a relative on this but he had moved by the following year. It can be a bit hard going with common names especially if you haven't a middle initial or county of residence but if you need any more around that time just send a pm. ps - there are no telephone numbers.

I have a few others to check too which I would love to try and search simultaniously, incase I don't get a reply. The pay site ate my credits but it was worth the £11.50 if I find my relatives as it was cheaper than buying two GRO certificates
