Not quite sure what you are looking for. Is it your father-in-law's parents or the friend? If you have your FL's birth cert his parents names should be on it. If you haven't got it, the cert is the first stop. FreeBMD may have the registration although that site does not have many yet for 1930. If not, a trawl through the birth reg's for him is the next step. Any other info you can give us which might help find his birth reg, bearing in mind his privacy?

Ahh!! We come into the realms of the privacy laws here. Unless you can find someone/relative who knows of your father-in-law's history. Looking at Electoral Rolls of the area will not be of much help because they were not issued during WW2. His father may have served during WW2 so Service Records might be a possibility. It is possible though that both his parents might have been killed during WW2 as were my mother's parents.

You can check the birth registrations for about 10 years either side of your father-in-law's birth, using his mother's maiden name as well as surname to see if they had other children, who might be alive now.
You can also check for deaths of his parents, though this is harder as the death indexes haven't been fully transcribed yet.
If you haven't got access to Ancestry send me a pm with the name and I can look for you.
The father's occupation on the birth cert may also be another clue.
The 1930s were a time of depression and its possible his parents weren't able to keep him.
