The image is not very clear but it looks like she is living with an Ann Cheritton aged 70 and a Sarah Mayne aged 13

I'm a bit confused about your reference to Louisa in Monmouthshire?
If looking for info about this Louisa, several people have her on their trees on ancestry. She was born 6th May 1838. She emmigrated to Australia and married a James Absalom there on 16th June 1864.
Not sure if that is of any help!

This may be the family you are looking for, Trevethin and Varteg are in the same area above Pontypool. Your need to find out if they turn up in Surrey.
