Does anyone have access to the overseas birth index?

I'm looking for William Collins born abt 1864 Malta. Father William labourer in 1888. As father doesn't have military occupation I wonder why he would be in Malta. I am unable to find this family at all in UK census. I do have William Collins jnr and wife Sophia in 1891 in Plymouth Devon.

Any help would be appreciated
