You probably meant born 1898 or 1889. If you have his birth certificate, that will tell you his parent's names and from there you can start looking for a marriage reference so that you can order the certificate. http://www.freebmd.org.uk/ is probably the most popular site for looking for same, although there is not as yet, total coverage. Also only goes up to about 1930 at present. It is a free site contributed to by volunteers and is constantly growing.

If you know any of his children's years of birth you can use the same site to try to find them.

Sites to search for other records will depend on what you are looking for. You really need to be as specific as possible or you will waste time and money.
