Can someone tell me what it means when you search for a birth on Scotlands People and in the district column its says 'Consular Returns'?

This extract is taken from the Scotlands Peopls website.
consular Returns (1914 births & deaths, 1917 marriages) comprise registrations of births, marriages and deaths by British consuls, relating to persons of Scottish descent or birth.

I see what you mean on via the link but I don't think it relates to my issue. I am searching for a cousin born around the same time as myself. 1954. My search range is 1952 to 1955 and seven records match my search. The two at the bottom (included below) have consular returns in the district column. As you can see nothing here relates to 1914 births or 1917 marraiges......hmmm, bit of a strange one?

FYI and for anyone else who might strike the above situation. I've just been told that 'consular returns' in the district column refers to births in British families abroad.
