Elizabeth Hill is a fairly common name. Do you know where she was born and what her father's occupation was? Otherwise it will be impossible to locate her on the censuses.

Have you looked through the GRO marriage indexes for her? How do you know she was in Wallasey in 1935?

If you emailed the relevant library and asked nicely, they could look up the electoral roll for that address in 1935 and tell you the names of the adults who lived there. This might help you to establish who E. Ingoldsby on the cert was.
