Is Hannah's maiden RICHARDSON too? Or are you not sure of what her maiden name was.....or what her middle namewas....?
Are your Louisa Jane RICHARDSON (7) with (sister?) Hannah E RICHARDSON (5) the two girls in the POOK household in 1861 and 1871 in Folkestone Kent? In 1861 they are listed as "Dau-in-Law"'s to Charles POOK - that term "-in-Law" was often used back then to mean "Step" . A Charles POOK married a Louisa RICHARDSON in 1861 Dover: is she Hannah E' snr's sister?

Louisa POOK, formerly RICHARDSON is 27 in the 1861 Census, born Buckland Kent.
FreeBMD has a marriage of a John RICHARDSON to a Louisa LAWRENCE in Jun 1852, Dover.
1841 Census show a Louisa LAWRENCE born abt 1834, living in Buckland Kent....
So wondering, is there anyway you could have the name of John RICHARDSON's wife wrong, and in fact it was Louisa, not Hannah?
Will post up details of the POOK household 1861 and 1871, if you don't already have these and would like them?

On reflection, you must not have Louisa Jane RICHARDSON/HUBBLE's birth cert or else you would know the name of her mother?
So I'm picking, you have her marriage cert, naming her father as John RICHARDSON, Mariner and one of the witness' was Hannah E RICHARDSON, and you're thinking this witness might be her mother - maybe?
Also, Louisa Jane , Mrs HUBBLE in the 1891 Census, gives her birthplace as Buckland Nr Dover (the 1881 and 1901 just say Dover).
I do think the POOK connection is probably correct and Louisa POOK, formerley RICHARDSON nee LAWRENCE is your Louisa Jane's mother. So here's the Census :
