Since the change in the law in 2005 a birth family member can use a third party intermediary service who will search for the adopted person.
Provided the adopted person wants contact with the birth family then in time details will be exchanged.
Contact your local Social Services Department and they will be able to advise as to who will provide this service in your area.
If you know who handled the Adoption and the Agency is still active they will help

Hi, these people are excellent, very friendly and helpful. When I traced my brother and sister I only had to pay for any certificates they needed and a one off fee to Southport RO to release their adopted name. They already had the file on my brother at their office, my sister was harder to trace due to name changes when she married. My nearest office was in Duke Street in Liverpool and the same case worker I had, went on a home visit to a dear friend of mine in Southport.
