Births around 1800 are long before the start of statutory birth registration in Ireland (1864). You may need to rely on parish records, if they go back far enough, to trace your family. You are fortunate that Waugh is not a very common name. Looking at Griffiths Valuation for Co Cavan in 1857, there was only 1 Waugh entry for the whole county, a William Waugh living in Tonaghbane townland, which is in the parish of Kildrumsherdan, and is not too far from Cootehill. He had a farm, outbuildings and 24 acres of land (split into 2 plots – plots 9 & 10 on Griffiths map).

Looking at the 1901 Irish census, I can see there was still a Waugh family there, including an Alexander Waugh. Perhaps a distant descendant of your ancestor?

There were only 18 people of the name Waugh in Cavan in 1901. The others lived in Caughoo and Cortober townlands.
The Tonaghbane family were Church of Ireland so it’s COI records for that parish that I would check, if you think this might be your family, or if you have no other leads. The earliest records for that parish appear to start in 1796, so you might be in luck, but you would obviously need to check them out. The records have been copied and are held in PRONI, Belfast. They are not on-line. They are on microfilm and if you can't get to PRONI, you can order them in to your nearest LDS library for a small fee.
