Hello Petal,
I have done a little searching for you but all meanings of the word disabled for the Census all mean the same from what I can see. This is what I found for Census and their meanings.......................................... .................................................. .......

HELP - Census Records: Household Record

Disability: This field indicates if the individual had a disability. (1)


Disabled person (2)
A person with a visual, hearing, physical or mental handicap that may hinder him or her from performing certain activities of daily living efficiently was defined as a disabled person. Disabilities have varying degrees of severity. See disability.




Disability (3)
In the census questionnaire, respondents were asked to indicate whether or not there were any people with serious visual, hearing, physical or mental disabilities in the household. The seriousness of the disability was not clearly defined. Rather, the respondent’s perceptions of seriousness were relied on.
