70 years is still a long time. With relatives also being able to request that graves are not filled for one more generation it puts it beyond our lifetimes.
I think the thing that is being missed is transcribing the plaques at crematoriums. A little while ago they were there for ten years at a time. Now it is three years and if someone forgets or dosen't bother to repay the plaque is taken down.
